this is cbs morning news for wednesday, may 15th, 2013. good morning. good to be with you. i'm ann marie green. we begin with the irs controversy targeting of conservative groups. pinning the blame on irs management in washington and federal investigators are looking into the possibility that there were criminal violations. susan mcginnis is in washington with more on this. good morning, susan. >> ann marie, good morning. inspector general report found that the targeting went on for a year and a half, that it did not initiate here in washington but this was where there was a top supervisor for the irs who did not adequately supervise those workers responsible for it, even after learning about the misconduct. a report from the treasury department's inspector general blames ineffective management

for the unfair targeting of political conservative groups and says the agency allowed inappropriate criteria to be developed and stay in place for more than 18 months, causing substantial delays for tea party groups applying for tax exempt status. while the irs originally blames the action on low-level employees in its cincinnati office, this report singles out supervisors in washington, d.c. who oversaw the workers there. president obama issued the statement, calling the report's findings intolerable and inexcusable. earlier, attorney general eric holder launched a justice department investigation. >> we are examining the facts to see if there were criminal violations. >> reporter: lawmakers are also conducting their own investigations. many are furious that acting irs commissioner steven miller failed to reveal the misconduct on several occasions. >> in a letter and before the committee said it was not happening. now not only do we find out not

only was it happening but it was happening for several years and he knew about it before he came before the committee and tenned it. >> i don't have a comment for that, but thank you, guys. >> reporter: refused to answer reporters questions following a closed-door meeting on capitol hill thursday. he will tell lawmakers his side of the story friday when he testifies before the ways and means committee. the president has ordered the treasury secretary to implement recommendations to improve oversight. >> thank you. sure to be asked about another obama administration controversy, the justice department's secret examination of ap phone records. holder says he had nothing to do with that decision but defended the action. bob orr reports. >> reporter: that investigation is aimed at finding who inside the government leaked c eed clad

information. collected phone logs for 20 telephone lines used by more than 100 reporters and editors. they also subpoenaed and seized several cell phone records. they cover april and may 2012 when the wire service was reporting a series of stories about an al qaeda affiliate in yemen. may 7th, 2012, the ap detailed a disrupted terror plot to attack a u.s. airliner using an upgraded underwear bomb. quote, with a sophisticated new design around the one-year anniversary of the killing of osama bin laden. government officials complained that that story revealed classified information, compromised counterterrorism operations. today attorney general eric holder went even further. >> it put the american people at risk and that is not hyperbole. it put the american people at risk. and trying to determine who was responsible for that, i think, required very aggressive action.

>> reporter: the ap protested that action with a letter to holder, calling the seizure of phone records a massive and unprecedented intrusion by the department of justice into the news-gathering activities of the associated press. officials insist that the list of phone calls to and from ap reporters were subpoenaed as a last step. tens of thousands of documents and 150 interviews, one of the people was attorney general hour's flight. the u.s. would not need

permission from other countries to use their bases. for the second time in as many weeks, a member of the armed services signed to a sexual assault prevention program is under investigation for sexual misconduct. unnamed army sergeant at ft. hood, texas, is accused of pandering sexual abuse and assault. air force officer who headed a sexual assault prevention program was arrested on charges he groped a woman. 26,000 military members may have been sexually assaulted in 2012. jodi arias is scheduled to return to a phoenix courtroom today. arias was convicted of first-degree murder for killing her ex-boyfriend. and convicted philadelphia abortion doctor will not be facing the death penalty. gozmel was convicted of killing three babies born alive in his

a wildfire is burning in a remote area of northwest wisconsin. fire firefighters from wisconsin to minnesota are trying to contain it. it burned more than 10 square miles so far, forced 150 people to evacuate and destroyed several homes. no reports of injuries, though. prince harry visited two jersey shore towns hit hard by sandy. preparing for the busy season still recovering from disaster. from our affiliate station, kyw, this report. >> reporter: prince harry redefined seaside heights, if only for a day. best known for the jersey shore reality show. hundreds gathered on the boardwalk to catch a glimpse of royalty. >> amazing. so personable. >> such an honor to have him here.

temporary fillers were inserted and filled with fluid before jolie underwent breast reconstruction. now jolie decided to have the surgery because she inherited a mutated gene, making her far more likely to develop breast cancer and ovarian cancer. we explain the options for women at risk. >> reporter: this woman found out she carries the braca gene. >> my mother is a three-time breast cancer survivor. her first incident was in her early 30s. so we knew i had a very high chance of developing breast cancer myself. >> reporter: the average woman has a 12% risk of developing breast cancer at some point in their lives. women who inherit the breast cancer gene mutation have a more than 60% increased risk for the disease. how do you feel? >> i feel incredible. >> reporter: like angelina jolie, torres chose to have a double mastectomy to lower her cancer risk. the mother of two also had her ovaries taken out.
